Suspends the "brandCOLORADO initiative" branding program effective immediately, prohibiting further state implementation, promotion, or development of the program.

Requires the Secretary of State to submit a ballot question to Colorado voters at the November 2014 general election asking whether to adopt the branding program featuring a green triangle logo with "CO" and the phrase "It's our nature".

If voters approve the question, the state may resume implementation and use of the branding program; if voters reject it, the program is permanently suspended and cannot be substantially replicated.

If voters reject the program, authorizes the state to develop and implement an alternative branding program based on colors and elements from the state flag or other familiar state symbols, with public input and possible legislative consideration.

Declares the act necessary for immediate preservation of public peace, health, and safety.
