Creates the Early Childhood Quality Incentive Program within the Colorado Preschool Program to provide grants for school districts to obtain school-readiness quality ratings and fund quality improvements.

School districts may apply once every two years (based on preschool advisory council recommendation) if they operate a CPP-compliant, state-licensed preschool program; districts contracting with Head Start or child care agencies must allow those entities to participate.

Preschool program sites rated at levels 1-3 receive a $3,000 per classroom quality improvement grant for 2 years; level 4 sites receive 10% additional per-child reimbursement; level 5 sites receive 20% additional per-child reimbursement based on district per pupil revenue.

Districts must report program results after the second budget year, including number of sites receiving grants, grant uses, and progress in quality improvement; the department must include program data in annual reports to the legislature.

State Board of Education must promulgate rules establishing application processes, timelines, reporting deadlines, and selection criteria if demand exceeds available funding.
