Creates the Motor Carrier Safety Fund in the state treasury to support highway safety advancement relating to commercial carrier operations.

Transfers $1,730,839 from the Hazardous Materials Safety Fund to the newly created Motor Carrier Safety Fund upon the bill's effective date.

Redirects excess uncommitted reserves from the Public Utilities Commission Motor Carrier Fund to the Motor Carrier Safety Fund beginning in fiscal year 2013-14, when reserves exceed 10 percent of annual expenditures.

Makes all moneys in the Motor Carrier Safety Fund subject to appropriation by the General Assembly for direct and indirect costs of highway safety, with interest and unappropriated funds remaining in the fund rather than reverting to the general fund.
