CO HB1084

Creates new crime of "ownership or operation of a chop shop" as a Class 4 felony for owning/operating a chop shop or conspiring to do so, and Class 5 felony for transporting or purchasing/selling unlawfully obtained vehicles or major component parts to/from a chop shop.

Defines "chop shop" as any building or facility where unlawfully obtained vehicles or parts are possessed, stored, or disassembled with intent to alter, sell, or dispose of them; includes facilities with 2+ unlawfully obtained vehicles or 6+ unlawfully obtained major component parts from 2+ vehicles.

Creates crime of "altered or removed identification number" as a Class 5 felony for removing, altering, or counterfeiting vehicle identification numbers, manufacturer's numbers, or engine numbers; also criminalizes possessing, purchasing, or selling vehicles/parts with altered identification numbers except for legitimate repairs.

Defines "major component motor vehicle part" to include engines, transmissions, fenders, doors, bumpers, frames, airbags, wheels, tires, and other manufacturer-labeled parts comparable in design or function to listed parts.

Repeals Colorado Revised Statutes section 42-5-102 and provides that the act takes effect August 6, 2014, subject to potential referendum petition; applies only to offenses committed on or after the effective date.
