Requires newspapers publishing legal notices to also post those notices on a statewide website established and maintained by an organization representing a majority of Colorado newspapers, at no additional cost to the person or entity placing the notice.

Adds a new subsection (5) to Colorado Revised Statutes 24-70-103 regarding requisites of legal newspapers.

Applies to all legal notices published on or after January 1, 2015.

Takes effect 90 days after final adjournment of the general assembly (August 6, 2014, if adjournment was May 7, 2014), subject to referendum petition provisions requiring voter approval if challenged.
