HB 14-1087 Summary

• Prohibits the director of the division of labor from accepting petitions, certifying employee organizations as exclusive representatives, or acting as agent for any employee organization representing state employees.

• Prohibits state government representatives from negotiating partnership agreements or any agreements with employee organizations regarding state employees.

• Prohibits all collective bargaining between employee organizations, state employees, and representatives of state government.

• Terminates all existing partnership agreements formed under Executive Order D 028 07 and all labor contracts or agreements between employee organizations and the state or political subdivisions effective upon passage.

• Extends the same prohibitions on collective bargaining and labor agreements to political subdivisions (counties, cities, towns, school districts, special districts, and other municipal corporations), while preserving individual employees' right to join employee organizations.
