• Converts the "10th Mountain Division" license plate to a "Support the 10th Mountain Division" license plate with the word "Support" prominently displayed.

• Creates two separate qualification paths: honorably discharged, retired, reserve, or active members of the 10th Mountain Division of the United States Army may use the "10th Mountain Division" plate by submitting a DD214 form or other proof of service.

• Allows any person to use the "Support the 10th Mountain Division" plate by obtaining a certificate from the 10th Mountain Division Foundation, Inc., which may require contributions of $15-$100 to a 10th-Mountain-Division grant fund.

• Directs the 10th Mountain Division Foundation to award grants from collected contributions to fund programs, activities, and events supporting veterans and preserving the history and spirit of the 10th Mountain Division.

• Requires the foundation to file annual nonprofit status statements and permits the Department of Revenue to audit the foundation's records with at least seven days' notice.
