Requires at least 60% of members elected to each house of the Colorado General Assembly to approve any law that creates a new fee or increases an existing fee

Adds Part 18 to Article 2 of Title 2 of the Colorado Revised Statutes, establishing the supermajority vote requirement for fee-related legislation

Effective date is 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the general assembly (August 6, 2014, if adjournment occurs May 7, 2014)

Subject to referendum petition under the Colorado Constitution; if a petition is filed within the 90-day period, the act requires voter approval at the November 2014 general election to take effect
