Creates the Colorado Youth Conservation Corps Fund, a state treasury fund supported by voluntary taxpayer contributions designated on state income tax return forms.

Requires the state income tax return form to include a line allowing individual taxpayers to designate any amount they wish to contribute to the fund for a five-year period following certification that a tax form line is available.

Directs the Department of Revenue to determine annual contribution amounts and report to the state treasurer and general assembly; the state treasurer credits contributions to the fund with all interest earned.

Requires the general assembly to appropriate annually from the fund to cover the Department of Revenue's administrative costs, with remaining moneys transferred to the Colorado Youth Corps Association, a nonprofit organization.

Part 46 automatically repeals effective January 1 of the sixth income tax year following the filing of written certification, unless the general assembly continues or reestablishes the fund by bill prior to that date.
