Grants the Colorado Bureau of Investigation authority to investigate computer crime violations under section 18-5.5-102, C.R.S., when reported by law enforcement, the Governor, or discovered by the Bureau, in coordination with local, state, and federal authorities.

Requires the Bureau to develop and collect information on computer crime to identify, charge, and prosecute criminal offenders and enterprises that unlawfully access computer systems, impact functionality, or access sensitive data.

Mandates the Bureau to prepare annual reports on computer crime activities in Colorado for use by law enforcement and the Governor, available for public inspection unless exempt under statutory confidentiality provisions.

Authorizes the Bureau director to enter into necessary contracts to carry out cyber crime investigation duties and responsibilities.

Appropriates $174,357 and 1.8 FTE for fiscal year 2014-2015, consisting of $140,641 for personal services and $33,716 for operating expenses, allocated to laboratory and investigative services.
