• Creates the Underfunded Courthouse Facility Cash Fund and Commission to provide supplemental funding for courthouse facility projects in counties with limited financial resources

• Establishes a seven-member commission appointed by July 1, 2014, with representatives from county commissioners' associations, the judicial branch, Department of Local Affairs, Court Security Cash Fund Commission, and State Historical Society

• Funds may be used only for master planning services, matching funds for other grants, or emergency repairs related to imminent facility closure; cannot fund furniture, equipment, or serve as sole source for new construction or remodeling

• Counties must meet at least two of four criteria to qualify: below-median population, below-median per capita income, below-median property tax revenues, or above-median poverty rate; counties meeting all four criteria receive highest priority

• Appropriates $700,000 from the general fund to the grant fund for fiscal year 2014-2015 and terminates the commission on September 1, 2024
