Prohibits employers from requiring employees to become or remain members of labor organizations or pay dues, fees, or assessments to labor organizations as a condition of employment, effective July 1, 2014.

Prohibits employers from requiring employees to pay equivalent amounts to charities or third parties in lieu of labor organization payments.

Creates criminal penalties of up to $1,000 fine and/or up to 90 days in county jail for violations, and allows injured persons to sue for all damages including attorney fees.

Authorizes the attorney general and district attorneys to investigate and prosecute violations; declares all-union agreements are unfair labor practices unless approved by majority vote of eligible employees or 75% of actual voters.

Exempts employers and employees covered by the Federal Railway Labor Act, federal employers, and those in exclusive federal enclaves from the law's requirements.
