County clerks and recorders must redact the first five digits of social security numbers from electronic public documents upon written request by the individual or their authorized representative.

Redaction is conditional on three requirements: the document must be in electronic form, the clerk must have automatic redaction equipment, and the requester must submit a written form and pay an applicable fee.

County clerks may voluntarily redact social security numbers even if they lack automatic redaction equipment, but are not required to do so.

The act takes effect January 1, 2015, unless subject to a referendum petition, in which case voter approval in the November 2014 general election is required for implementation.
