Amends Colorado Revised Statutes 43-2-209 to increase the threshold for required newspaper advertisement of county highway contracts from $5,000 to the amount at which a contract requires a contractor's bond under Section 38-26-105.

County commissioners may advertise highway work contracts in a legal newspaper or post notice at the county courthouse for at least 10 days before letting the contract for sealed proposals.

Advertisement exemption allows the board to forgo notice if advertisement would be detrimental to immediate preservation of public peace, health, and safety.

Advertisements must describe the work and its location, refer persons to the holder of plans and specifications, and contracts must be awarded to the lowest responsible bidder, with the board retaining the right to reject any bids.
