• Postpones the May 15, 2014 expiration date for rules and regulations adopted or amended between November 1, 2012 and November 1, 2013 by state agencies in 19 principal departments, including agriculture, corrections, education, health care policy and financing, and others.

• Exempts specific rules from the extension across multiple departments, including Department of Education rules on school district accreditation and assessment security, Department of Health Care Policy and Financing rules on hospice services and speech-language services, and Department of Public Safety rules on hazardous materials transportation.

• Repeals Rule 8.010 of the medical services board concerning medical assistance benefit coverage standards, effective May 15, 2014.

• Declares that the act implements recommendations of the Committee on Legal Services regarding legislative review of state agency rules and regulations.

• Specifies that the extension applies to rules in the form they were reviewed by the committee, and does not affect rules amended before November 1, 2013 or on or after that date.
