Repeals Colorado Revised Statutes 1-1-104(19.5)(a)(VII), which previously allowed copies of utility bills, bank statements, government checks, paychecks, or other government documents showing name and address as valid voter identification.

Removes these document types from the list of acceptable identification documents under the Uniform Election Code of 1992 to reduce opportunities for voter identity theft.

Applies to all elections conducted on or after the effective date of the act.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
