Local governments must require final action on utility applications for major electrical or natural gas facilities within 120 days of preliminary application submission or 90 days of final application submission.

If a local government does not take action within the specified timeframe, the application is deemed approved.

Local governments must notify utilities within 28 days of submission if additional information is required to complete the application, with the review period commencing when the utility provides the requested information.

Local governments may request additional information from state agencies, which must submit the information within the initial 28-day period if requested within a reasonable timeframe, but state agency responses cannot extend any deadline for local government action.

The act takes effect August 6, 2014, subject to potential referendum petition and voter approval in November 2014.
