Allows municipalities, cities and counties to extend alcohol service hours for on-premises consumption beyond the current 2 a.m. to 7 a.m. prohibition by adopting an ordinance or resolution.

Establishes a hard floor that no local government may allow alcohol service between 4:30 a.m. and 7 a.m., regardless of extensions granted.

Requires any extended service hours adopted by a local government to apply uniformly throughout that jurisdiction.

Requires local licensing authorities to notify the state licensing authority of any extended hours and affected establishments.

Directs the Interagency Task Force on Drunk Driving to study the impact of expanded alcohol service hours on drunk and impaired driving incidents and report findings by January 15, 2015.
