Requires health care insurance navigators to register with the Division of Registrations in the Department of Regulatory Agencies, with registration applicants needing a high school diploma or GED, completion of federally required training, and passage of criminal background checks.

Mandates fingerprint-based criminal history record checks conducted by the Colorado Bureau of Investigation and Federal Bureau of Investigation; applicants cannot have felony convictions or misdemeanor convictions involving fraud or dishonesty.

Authorizes the director to deny, suspend, or revoke registration if applicant is charged with relevant crimes, provides false information to consumers, or engages in conduct resulting in unauthorized release of personally identifiable information.

Requires employers of navigators to report to the director any unauthorized release of consumer personal information within 24 hours and prohibits navigators from selling, soliciting, or negotiating insurance while assisting consumers through federal or state health care exchanges.

Sets automatic repeal of the registration requirement effective September 1, 2024, subject to legislative review; currently registered navigators have 90 days from the effective date to complete registration.
