Prohibits use of Colorado state general fund moneys to cover childless or dependent-child-free adults earning up to 133% of the federal poverty line in the Colorado Medical Assistance Program.

Requires the state department to amend the state plan to reduce medical benefits, lower income eligibility thresholds, or eliminate this eligibility group entirely if insufficient non-general fund moneys are available.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 6, 2014, if adjournment occurs May 7, 2014).

Subject to referendum petition; if filed within the 90-day period, the act will not take effect unless approved by voters at the November 2014 general election.
