HB 14-1139: Average Daily Membership for School Finance

• Directs the Department of Education to calculate public school funding based on average daily membership (ADM) rather than single-day pupil enrollment, beginning with the 2017-18 budget year.

• Requires districts and charter schools to create data systems during 2014-15 and certify membership data quarterly beginning 2015-16; the 2016-17 school year serves as a transition year with dual calculations for comparison.

• Establishes a funding averaging period of four quarters from the preceding budget year plus the first quarter of the current budget year to smooth enrollment fluctuations.

• Implements mid-year recalculation provisions allowing districts and institute charter schools to adjust funding if first-half membership growth exceeds statewide average enrollment growth.

• Makes appropriations totaling $933,103 and 2.0 FTE for implementation and requires the General Assembly to appropriate supplemental funding for mid-year increases to district and institute charter schools beginning in 2017-18.
