CO HB1142

Prohibits the Colorado Lottery Commission from promulgating rules, issuing orders, or adopting policies that authorize or permit the purchase of lottery tickets or shares through the internet, telephone, computer, or any other electronic device or equipment before July 1, 2017.

Requires lottery ticket purchases to be made personally at a licensed lottery sales agent's physical place of business.

Applies the prohibition specifically to instant scratch tickets and lottery shares sold through off-site electronic means.

Effective date is August 6, 2014, or ninety days after the general assembly's final adjournment, subject to approval by voters in the November 2014 general election if a referendum petition is filed.
