Increases state education fund moneys for charter school capital construction from $7 million to $25 million annually, beginning with the 2014-15 budget year and continuing thereafter.

Applies funding to eligible district charter schools and eligible institute charter schools to offset capital construction costs.

Addresses funding disparity between charter schools and traditional public schools, noting charter schools currently pay an average of $606 per pupil for facilities costs while receiving only $92.51 per pupil in state capital construction funding.

Restores funding closer to the original intent of the 2001 charter school capital construction fund program, which provided $322 per pupil for qualified charter schools in FY 2001-2002.

Takes effect July 1, 2014.
