Creates a Division of Federal Land Coordination within the Department of Local Affairs to address federal land decisions affecting Colorado state and local governments.

Establishes a Chief Coordinator position (nominated by counties with significant federal land and appointed by the Director of Local Affairs) responsible for identifying federal land decisions, coordinating state positions, and prioritizing responses.

Requires the Department of Agriculture, Department of Natural Resources, Colorado Tourism Office, Colorado Energy Office, and Office of Economic Development to assist the division upon request from the Chief Coordinator.

Mandates creation of Federal Land Coordination Task Forces for prioritized federal land decisions, composed of state agency representatives and county commissioner nominees, to study decisions and recommend local government grants for research and analysis.

Requires the Office of Economic Development to conduct economic analyses of federal land decisions examining impacts on revenues, jobs, agriculture, tourism, recreation, mining, and other vital industries, with analysis covering a five-year period when possible.
