Prohibits state agencies, political subdivisions, and their employees from aiding armed forces agencies in investigations, prosecutions, or detentions under Section 1021 of the National Defense Authorization Act for Fiscal Year 2012 (H.R. 1540, Pub.L. 112-81).

Aid is prohibited only if it would violate the U.S. Constitution, Colorado Constitution, or state law.

Exempts employees of the Department of Military and Veterans Affairs, Civil Air Patrol, and Colorado National Guard from the prohibition.

Allows state entities to participate in joint task forces, partnerships, or cooperative agreements with federal law enforcement when not specifically for Section 1021 investigations, prosecutions, or detentions.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
