Extends the Child Nutrition School Lunch Protection Program to include students in kindergarten through fifth grade, previously limited to kindergarten through second grade.

Eliminates reduced lunch prices for Colorado students in state-subsidized early childhood education programs administered by public schools or in kindergarten through fifth grade who participate in the school lunch program.

Appropriates $791,471 from the general fund to the Department of Education for fiscal year beginning July 1, 2014, to fund additional school lunch payments under the program.

Reduces the controlled maintenance trust fund appropriation by $791,471 to offset the cost of program expansion.

Takes effect August 6, 2014, unless a referendum petition is filed, in which case voter approval at the November 2014 general election is required.
