Amends Colorado law governing conservancy district board appointments to create a vacancy when a director no longer resides within the district or no longer owns property within the district.

Establishes special governance provisions for the Pueblo Conservancy District, expanding the board from three to nine directors with specified appointment authority and residency requirements.

Allocates four directors to be appointed by the City of Pueblo (with three-year initial terms) and four directors by Pueblo County Board of Commissioners (with four-year initial terms), with one county-appointed director designated to represent Pueblo West Metropolitan District.

Requires joint appointment by both the City of Pueblo and Pueblo County for one at-large director with a five-year initial term.

Makes the Pueblo Conservancy District board subject to Colorado's open meetings law and requires compliance with public notice requirements for all official board actions, including proposed fee increases.
