Amends Colorado Revised Statutes 12-58-113 to exempt plumbing work in counties with a population of 30,000 or less from the requirement to be performed by or under supervision of a licensed plumber.

Exemption applies to installation, extension, alteration, or maintenance of plumbing in residences or businesses located in qualifying rural counties, based on most recent available census figures.

Plumbing work in rural counties remains subject to inspection upon completion despite the relaxed licensure requirement.

Takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly (August 6, 2014, if adjournment is May 7, 2014), unless subject to referendum petition.

If a referendum petition is filed, the act will not take effect unless approved by voters at the November 2014 general election.
