HB 14-1191 Summary

• Creates the Medina Alert Program to be implemented by January 1, 2015, enabling law enforcement agencies to issue emergency alerts about hit-and-run accidents resulting in death or serious bodily injury.

• Law enforcement agencies may request a Medina Alert after verifying a fatal or serious injury hit-and-run accident occurred and they have suspect or vehicle information, including complete license plate, partial plate with vehicle description, or suspect identity.

• The Bureau must confirm alert information accuracy and distribute alerts to designated television and radio broadcasters for broadcast at specified intervals during an established notification period.

• Each alert must include suspect/vehicle information, instructions to contact local law enforcement with tips, and a warning that the suspect is dangerous and the public should not attempt apprehension.

• The Executive Director of the Department of Public Safety must promulgate rules by January 1, 2015, establishing notification procedures, confirmation processes, notification periods, broadcast intervals, and a list of participating broadcasters.
