HB 14-1194 Summary

• Creates the Legislative Digital Policy Advisory Committee consisting of 10 members including the State Archivist, State Librarian, Secretary of State, and other legislative and library officials.

• Committee shall monitor digitization of archived audio recordings of General Assembly proceedings from 1973 to 2001 and make recommendations for implementing the Uniform Electronic Legal Material Act for legislative records.

• Committee shall make recommendations for optimal methods of records creation, storage, and access for state electronic records.

• Committee must submit reports to the Committee on Legal Services and Joint Budget Committee by October 1, 2014 and October 1, 2015 with findings and recommendations, including any proposed legislation.

• Committee automatically repeals effective July 1, 2016 and is exempt from standard sunset review requirements.
