CO HB1200

Creates a 7-member Small Business Regulatory Review Commission within the Department of Regulatory Agencies, appointed by the governor and comprised of 2 chamber of commerce representatives and 5 small business owners with businesses ranging from 25 or fewer to 500+ employees.

Commission shall review adopted administrative rules in Colorado to identify those that are unduly burdensome to small businesses, either on its own motion or at public request, and may consult with relevant agencies about problematic rules.

Requires the commission to submit an annual report by August 1 (beginning in 2015) identifying rules determined to be unduly burdensome, which the Committee on Legal Services shall consider at a hearing before December 31 and may include in proposed legislation by majority vote.

Defines "small business" as a commercial concern that is independently owned and operated with gross annual sales of less than $2 million.

Commission terminates September 1, 2028, subject to a sunset review process under section 24-34-104.
