HB 14-1202 Summary

• Creates a 15-member Standards and Assessments Task Force to study statewide and local assessment implementation, feasibility of waivers, and accountability requirements for school districts by July 1, 2014.

• Task force must examine administration, costs, timelines, and student/staff time spent on statewide assessments; interaction with local assessments, educator evaluations, and accountability systems; and impacts on instructional time and administrative workload.

• Task force shall conduct input from representative samples of school districts through focus groups, surveys, and interviews, then prepare findings and legislative recommendations for presentation to education committees by January 31, 2015.

• Appropriates $142,750 in general fund for fiscal year 2014-15: $122,750 for preschool to postsecondary education alignment and $20,000 for legal services to support the Department of Education's task force assistance.

• Task force and associated commissioner duties automatically repeal on July 1, 2015.
