Excludes account numbers at banks or other financial institutions from public records disclosure for charitable organizations, professional fundraising consultants, and paid solicitors.

Requires all persons registering under the charitable solicitations article to appoint and continuously maintain a registered agent meeting specified requirements, with registration documents including the agent's consent to appointment.

Modifies fine structure: removes specific dollar caps for unregistered solicitation and allows Secretary of State to set fines by rule, while establishing fines for late filing and late solicitation notice filing by paid solicitors.
