Creates a household medication take-back program to address prescription drug abuse by allowing individuals to dispose of unused medications at approved collection sites.

Establishes definitions for key program components including approved collection sites, carriers to transport medications, and disposal locations where medications are destroyed in a nonretrievable state.

Provides liability protection for collection sites, carriers, and disposal locations that comply with program requirements and applicable laws.

Creates a household medication take-back cash fund in the state treasury to cover implementation costs, funded by legislative appropriations and gifts or grants from public or private entities.

Appropriates $50,000 from the new cash fund plus an additional $5,000 from the general fund for the fiscal year beginning July 1, 2014, to establish the program within the Department of Public Health and Environment's division of environmental health and sustainability.
