Permits the general assembly to appropriate surplus funds from the marijuana cash fund to a new marijuana diversion prevention grant program, administered by the Division of Criminal Justice.

Establishes grant funding limits of $500,000 per fiscal year during 2014-15 and 2015-16, with this cap expiring July 1, 2016.

Creates a grant review committee consisting of the Director of the Division of Criminal Justice (chair), the Executive Director of the Department of Public Safety, and executive directors of statewide organizations representing sheriffs and chiefs of police.

Provides grants to the Colorado State Patrol, local law enforcement agencies, and out-of-state law enforcement agencies sharing a border with Colorado to prevent marijuana diversion outside Colorado and apprehend those attempting diversion.

Requires grant applications by August 1 each year funds are appropriated, with applications detailing how funds will be used, law enforcement coordination efforts, and costs broken down by personnel, equipment, and other categories; Colorado State Patrol receives priority consideration.
