Requires each state agency that owns forest land, rangeland, or wildland area to enter into an intergovernmental agreement with each county where the land is located by January 1, 2017 to address wildland fire mitigation and management.

Agreements must address identification of parties and their roles, cooperation procedures, management objectives, available emergency resources, responsibility for suppression costs on state-owned lands, reimbursement procedures through existing billing processes, and remedies for non-compliance.

Excludes rights-of-way, conservation easements, and state trust lands from the requirement, but requires the Department of Natural Resources and State Land Board to evaluate feasibility of similar agreements for state trust lands and report findings by September 1, 2014.

Requires consultation with utility providers that have facilities in affected areas when developing agreements.

Does not alter suppression cost handling during mutual aid periods or under existing agreements.
