Increases supplemental kindergarten enrollment funding from 0.08 to 0.50 (or 1.00 full-day pupil equivalent) for school districts that provide full-day kindergarten programs to all students whose parents choose enrollment, effective for the 2014-15 budget year and thereafter.

Districts not providing universal full-day kindergarten continue receiving the existing 0.08 supplemental kindergarten enrollment factor.

Districts receiving the full 1.00 kindergarten factor become ineligible for hold-harmless full-day kindergarten funding starting in the 2014-15 budget year.

Districts must use supplemental kindergarten and hold-harmless funding to provide full-day kindergarten access, except when serving at least 90 percent of students who choose full-day attendance, in which case funds may be used for other purposes.

Requires district pupil enrollment certifications to separately specify half-day and full-day kindergarten enrollment numbers.
