Requires towers over 50 feet in height located in unincorporated rural areas of Colorado to be marked with alternating aviation orange and white bands for visibility from at least 2,000 feet away during daylight hours.

Mandates marker balls be attached to the top third of each guy wire and seven-foot safety sleeves be placed at each guy wire anchor point to increase visibility and prevent aircraft collisions.

Applies to towers erected before the effective date within one year and to all new towers upon erection, unless the tower's appearance is already governed by state or federal law.

Excludes electric utility transmission towers, FCC-licensed telecommunications towers, ski area towers, wind turbines with rotor blade radius over six feet, and DOT street lights, but includes private mobile radio service towers.

Establishes penalties of a Class 2 misdemeanor if violation results in injury or death, or a misdemeanor with fines up to $250 for violations without injury or death.
