Allows use of surface water to replace out-of-priority groundwater depletions without filing for a change of water right, provided both water sources are decreed or permitted on the same parcel of land and use does not result in water enlargement.

Exempts surface water replacement of groundwater depletions from the definition of a "change of water right" when conducted according to a state engineer rule.

Authorizes state engineer to adopt a pilot program rule by July 1, 2015, specifying a streamlined approach for determining surface water use to meet well replacement obligations, with application in up to five water divisions or sub-basins.

Requires state engineer to ensure streamlined approach calculations do not result in injury to decreed water rights and must address return flows, potential injury to other rights, and conditions to prevent material injury.

Pilot program authority repeals effective September 1, 2020.
