HB14-1227 Summary

• Continues the Colorado Dental Board (renamed from "State Board of Dental Examiners") with a new sunset date of September 1, 2025, instead of the previously scheduled July 1, 2014 termination.

• Expands the board from 5 dentist and 2 dental hygienist members to 7 dentist and 3 dental hygienist members, plus 3 public members, with four-year terms and a limit of two consecutive terms.

• Reorganizes and consolidates disciplinary procedures into new sections, allowing the board to issue administrative fines (up to $5,000 for dentists, $3,000 for dental hygienists), letters of admonition, and other sanctions in addition to license suspension or revocation.

• Implements recommendations from the Department of Regulatory Agencies sunset review, including new continuing education requirements (30 hours every two years), anesthesia and sedation permit procedures with office inspections, and professional liability insurance requirements.

• Expands scope of practice for dental hygienists to include prescribing and administering specific fluoride treatments, antimicrobial agents, and local anesthesia under collaboration with licensed dentists.
