Colorado Office of Economic Development must contract for access to a talent analytics tool by November 1, 2014 to study the state's talent base and market intelligence.

The talent base study must examine the top ten postsecondary degrees and certifications held by Colorado workers, needed talent for key industries and regions, competitive advantages or disadvantages compared to other states, and resource alignment for company retention and recruitment.

General assembly appropriates up to $125,000 for acquiring the talent analytics tool contract and up to $100,000 for conducting the study during fiscal year 2014-15, with unexpended funds carried forward to the next fiscal year.

Colorado Office of Economic Development must include study results in its annual report to the general assembly by November 1, 2015.
