Amends the fiscal year 2013 appropriation to the Colorado Department of Agriculture by modifying Part I of Section 2 of Chapter 441 (SB 13-230) in Session Laws of Colorado 2013.

Appropriates $42,649,039 total to the Department of Agriculture, including $7,702,600 from the general fund and $29,200,366 from cash funds.

Allocates funds across six divisions: Commissioner's Office and Administrative Services ($10,816,230), Agricultural Services Division ($12,560,611), Agricultural Markets Division ($4,674,306), Brand Board ($4,169,945), Colorado State Fair ($8,422,222), and Conservation Board ($2,005,725).

Specifies funding sources for various programs including fees from cash funds, USDA National Agricultural Statistics Service contracts, the Agriculture Management Fund, and other designated revenue sources.
