Amends the fiscal year 2012-2013 appropriation to the Department of Higher Education by modifying funding allocations across multiple governing boards and programs.

Adjusts College Opportunity Fund Program stipends for approximately 137,513 full-time equivalent students at state institutions ($1,860 per 30 credit hours) and 1,160 students at participating private institutions ($930 per 30 credit hours).

Modifies appropriations to seven higher education governing boards: Adams State College, Metropolitan State College of Denver, Colorado State University System, University of Colorado, Colorado School of Mines, and the State Board for Community Colleges and Occupational Education.

Total supplemental appropriation of approximately $3.04 billion across higher education, with funding sources including General Fund, General Fund Exempt Account, cash funds, and reappropriated funds.

Declares the act necessary for immediate preservation of public peace, health, and safety.
