HB 14-1240: Supplemental Appropriation to Department of Law

• Amends Part X of the FY 2013-14 budget for the Colorado Department of Law with a total appropriation of $68,426,941
• Increases Personal Services for Legal Services to State Agencies from $21,168,224 to $22,052,724 (adding 6.0 FTE)
• Modifies Litigation Management and Technology funding with $325,000 from the Legal Services Cash Fund for unanticipated state legal needs and technology asset maintenance
• Establishes hourly billing rate caps for Department legal services at $94.95 per hour for attorneys and $70.86 per hour for legal assistants (blended rate of $91.08 per hour)
• Declares the act necessary for immediate preservation of public peace, health, and safety
