Provides supplemental appropriation of $302,429,404 to the Department of Local Affairs for fiscal year beginning July 1, 2013, amending SB 13-230.

Allocates funds across five major divisions: Executive Director's Office ($6,165,157), Property Taxation ($3,542,025), Division of Housing ($59,023,181), and Division of Local Government ($233,699,041).

Includes $150,000,000 for Local Government Mineral and Energy Impact Grants and Disbursements and $49,997,797 for Conservation Trust Fund Disbursements.

Appropriates $12,300,000 in federal funds for affordable housing construction grants and loans, and $6,000,000 for Community Services Block Grant.

Designates funds from multiple sources including General Fund ($10,776,851), cash funds ($208,770,557), reappropriated funds, and federal funds ($69,956,340).
