Amends the fiscal year 2013-2014 budget for the Colorado Department of State by supplementing appropriations across four divisions: Administration, Information Technology Services, Elections Division, and Business and Licensing Division.

Total supplemental appropriation of $21,871,528 to the Department of State, with funding primarily from the Department of State Cash Fund and the Federal Elections Assistance Fund.

Administration division receives $5,754,413 for personal services (20.0 FTE), health benefits, employee compensation, operating expenses, legal services, leased space, and COFRS modernization.

Information Technology Services receives $8,412,185 for personal services (35.0 FTE), operating expenses, hardware/software maintenance, and IT asset management.

Elections Division receives $5,164,984 for personal services (32.0 FTE), operating expenses, Help America Vote Act Program ($349,222), local election reimbursement ($2,504,036), and initiative and referendum funding ($150,000), with $110,000 designated for a program manager to assist with the statewide voter registration system (SCORE) upgrade.
