Amends Section 2 of SB 13-230 to make supplemental appropriations to the Department of the Treasury for fiscal year beginning July 1, 2013, totaling $495,542,321.

Administration division receives $2,220,593 for personnel services, health/dental benefits, information technology, and operational expenses including Capitol Complex leased space and COFRS modernization.

Unclaimed Property Program receives $1,970,848 for 15.5 FTE personal services, operating expenses, promotion, leased space, and contract auditor services funded from the Unclaimed Property Trust Fund.

Special Purposes allocations total $491,350,880 including $105,200,000 for Senior Citizen and Disabled Veteran Property Tax Exemption, $25,321,079 for Fire and Police Pension Association old hire plans, $36,511,694 for CoverColorado, and $324,318,107 for Highway Users Tax Fund county and municipality payments.

Declares the appropriation necessary for immediate preservation of public peace, health, and safety, and was approved by Governor John W. Hickenlooper.
