Authorizes contingency reserve fund payments to school districts facing significant financial hardship during the 2013-14 budget year due to unanticipated events, particularly flood-related impacts.

Establishes four eligibility criteria: loss of 15+ funded pupils from flood displacement, unreimbursed flood-related transportation expenses, property tax valuation shortfalls exceeding $500 per pupil or 9% of total program funding, or funded pupil count decreases exceeding $2,000 per pupil revenues.

Directs the State Board of Education to approve payments calculated as per pupil revenues multiplied by pupil loss, actual increased transportation expenses, or the difference between estimated and actual per pupil revenues based on final valuations and pupil counts.

Appropriates $1,733,884 from the general fund to the contingency reserve fund for implementation by the Department of Education.

Provision expires July 1, 2015, limiting supplemental assistance to the 2013-14 budget year.
