Appropriates $55,437,495 to the Department of Education for the fiscal year beginning July 1, 2013, to adjust total program funding for public schools based on actual enrollment and tax revenues for the 2013-14 budget year.

Increases the minimum total program funding threshold for all districts and institute charter schools (after negative factor application) from $5,505,332,024 to $5,524,046,767 for the 2013-14 budget year and each year thereafter.

Provides additional funding to offset a $36,889,870 shortfall in local property tax and specific ownership tax revenues and an unanticipated $16,995,316 increase in funded pupil count for 2013-14.

Authorizes the Department of Education to use up to $2,371,507 (reduced from $2,727,900) to fund 390.5 FTE participants in the Accelerating Students Through Concurrent Enrollment (ASCENT) Program at $6,073 per FTE.

Includes $51,637,093 from the general fund and $3,800,402 from the state education fund for the appropriation.
