Requires community association managers to disclose all fees and charges to HOA executive boards during contract negotiations and annually thereafter, including fees charged to unit owners and property purchasers

Prohibits managers from enforcing any fees or charges (including transfer fees) unless explicitly disclosed in the manager's contract with the HOA or documented as a line item on a real estate closing settlement statement

Requires managers to disclose all remuneration they or their subsidiaries, affiliates, or related entities receive directly or indirectly in connection with the HOA

Authorizes the Division to regulate, investigate, and take disciplinary action against managers for violations, including administrative fines up to $2,500 per offense, censure, probation, or license suspension or revocation

Effective January 1, 2015, subject to voter approval if a referendum petition is filed within 90 days of legislative adjournment
